The EPBD directive requires every home with energy certificate D, E, F or G to reach at least label C by 2030. Valencia city has an enormous housing stock from the 1960s-80s in neighbourhoods like Campanar, Benimaclet, Patraix and Russafa, with labels ranging from D to G.
