The EPBD directive 2024/1275 requires every home with energy certificate D, E, F or G to reach at least label C by 2030. The Costa del Sol has an enormous housing stock from the 1960s-90s — many tourist apartments and second homes owned by foreigners — with labels ranging from D to G.
For owners this means planning improvements or accepting restrictions when selling or renting. Selling or renting a property with label E, F or G will become increasingly difficult: property portals, mortgage lenders and buyers (especially from Northern Europe) already filter by energy label.
