Homes with label G (worst class) must reach at least label E by 2030. By 2033, the bar moves up to label C.
Is your home affected?
Over 80 % of Spanish housing stock currently sits between D and G. Homes built before 2007 without a major renovation are almost certainly there.

What is the CEE

The Spanish energy label (CEE), explained

The Certificado de Eficiencia Energética (CEE) is the “medical record” of your home. It measures how much energy you consume and how much CO₂ you emit, and gives a letter from A (best) to G (worst).

It has been mandatory since 2013 to sell or rent and is valid for 10 years. The new part: from 2030, simply having the label is no longer enough — it must meet a minimum level.

It is issued by an authorised technician (architect, engineer, aparejador) after visiting the property and registered with the relevant Comunidad Autónoma.

The new EU directive (recast 2024/1275) sets a clear path towards a zero-emission housing stock by 2050.

    Every region in Spain already requires a CEE to sell or rent. The label is informative but already affects the price.

  2. 2030First mandatory jump

    Homes with the worst performance (G) must leave that class. The aim: at least one letter up.

  3. 2033Target label C

    Homes D, E, F or G must reach at least label C. Those that do not will see selling and renting restricted in many cases.

  4. 2050Climate-neutral housing

    The EU aims for a zero-emission housing stock. Spain plans massive renovation programmes until then.

It is not a theoretical scare. Public authorities and banks are already preparing stricter conditions based on the energy letter.

A poorly rated home may lose the legal option to be rented out from 2030–2033, depending on how Spain transposes the directive.
Lower sale value
Buyers already discount when they see a G. Banks like ING and BBVA apply different terms for green mortgages.
Energy bills keep rising
Comfort in an inefficient home costs twice as much. Every winter without action is wasted money.

Frequently asked questions

Will I be fined if my home is still G in 2030?

No automatic fine, but you will face restrictions on renting and selling. Banks and insurers are already imposing stricter conditions on inefficient homes.

Can I keep living in my own home with a G label?

Yes. The directive mainly affects sales and rentals, plus the push for renovation. Living in your own home is not banned.

Is a CEE mandatory for homes that are not for sale or rent?

In 2026 not yet, with a few exceptions. But more and more authorities now require an up-to-date CEE for grants or building permits.

How much does a certificate cost?
